In recent years New Zealand Schools have been required to create a school charter to clearly articulate their vision, values and identified goals to the Ministry of Education and their school community. This paper explores options to address school review, community ownership and specific and targeted strategic planning to foster shared understanding and commitment to ensure that school charters can become the working documents they are intended to be.
